

Mayors See Benefits
From
Brownfield Program
Almost 20,000 acres of so-called brownfields are being redeveloped under a
federal program aimed at rehabilitating these contaminated urban areas and
combating sprawl, according to The U.S. Conference of Mayors.
In addition to adding as many as 570,000 new jobs nationwide, the nation's
mayors calculate that the program could increase local tax revenues by
between $790 million and $1.9 billion annually.
Cities and states began working with the U.S. Environmental Protection
Agency a decade ago, with the agency providing grant money to explore the
prospect of redeveloping urban sites--most of which were deserted by
industry and then avoided by mortgage lenders and developers worried about
the risks associated with pollution on the sites. The determination was made
that the U.S. Superfund law, which makes owners of such properties liable
for lingering environmental damage, was one of the biggest deterrents to
maintaining developers' interest in the sites.
